Grid deployment is increasingly limited by access to affordable capital. This is often driven by the fact that grid companies are insufficiently creditworthy or lack a framework that turns system needs into investable assets. In many emerging economies the first task is utility financial viability. Beyond that, this recommendation calls for stronger utility balance sheets and predictable returns, and the use of a wider range of finance instruments.
